    Epic Discovery: China's National Radio-Astronomy Observatory Announces Monitoring of 'Dark' Satellite in Orbit Around Saturn -"Transmitting the Universal Genetic Code"  Satellite Around Saturn China's Xinhua News Agency, the official press agency of the government of the People's Republic of China (PRC) announced Thursday that the National Radio Astronomy Observatory  has been monitoring signals from a previously unknown "dark" satellite in orbit around Saturn for the past 90 days. According to government officials, the signals appear to be the first verified transmission from an alien civilization.China's leading astrobiologist, Dr. Xi Chang, a graduate of MIT, told Xinhua that "the sigal repeats itself continuosly in 2 minute long sequences and appears to be the four bases of the genetic code A,G, U and C that ribosomes must convert mRNA sequences into proteins and the twenty different amino acids that proteins are comprised of." Dr. Rosie Redfield, the newly appointed director of the Astrobiology Program at NASA Headquarters, Washington, confirmed China's dicovery this morning. In a press release Redfield said that  "China's discovery has monumental consequences, and has been shared with the world's premier sciemtific instituions for vetting and peer review. If confirmed this will be the first proof of extraterrestrial life in the universe and confirmation that our DNA basis for life may be universal throughout the known universe." "The genetic code," Redfield (left), explained, "allows an organism to translate the genetic information found in its chromosomes into usable proteins . Stretches of deoxyribonucleic acid (DNA) are built from four different nucleotide bases, while proteins are made from twenty unique subunits called amino acids . This numerical disparity presents an interesting problem: How does the cell translate the genetic information in the four-letter alphabet of DNA into the twenty-letter alphabet of protein? The conversion code is called the genetic code. "The information transfer from DNA to protein, called gene expression , occurs in two steps. In the first step, called transcription , a DNA sequence is copied to make a template for protein synthesis called messenger ribonucleic acid -messenger RNA, or mRNA. During protein synthesis, ribosomes and transfer RNA (tRNA) use the genetic code to convert genetic information contained in mRNA into functional protein. Formally speaking, the genetic code refers to the RNA-amino acid conversion code and not to DNA, though usage has expanded to refer more broadly to DNA. "Mathematics reveals the minimum requirements for a genetic code. The ribosome must convert mRNA sequences that are written in four bases—A, G, U, and C—into proteins, which are made up of twenty different amino acids. A one base to one amino acid correspondence would code for only four amino acids (4 1 ). Similarly, all combinations of a two-base code -for example, AA, AU, AG, AC, etc.- will provide for only sixteen amino acids (4 2 ). However, blocks of three RNA bases allow sixty-four (4 3 ) combinations of the four nucleotides, which is more than enough combinations to correspond to the twenty distinct amino acids. So, the genetic code must use blocks of at least three RNA bases to specify each amino acid. This reasoning assumes that each amino acid is encoded by the same size block of RNA." Redfield added that NASA expects a more detailed press conference to be held at the White House later today or tomorrow, pending announcement from the Obama administration. Dr. Dimitri Kardashev of the Harvard-Smithsonian Center for Astrophysics told The Daily Galaxy that "This discovery comes as no surprise to me. It was always just a matter of time. The Earth is only some four billion years old. Our universe is some 14 billion years old. There may be millions of advanced technological civilizations that are billions of years older than ours. Keep in my that the radio was only invented 120 years ago. Quantum computers and singularity are at most two or three gereration distant. The technologies of ET civilizations a million years old and older are beyond our comprehension." Sir Martin Rees, a leading Cambridge University cosmologist and astrophysicist who is the president of Britain’s Royal Society and astronomer to the Queen of England, said: “I suspect there could be life and intelligence out there in forms we can’t conceive. Just as a chimpanzee can’t understand quantum theory, it could be there are aspects of reality that are beyond the capacity of our brains.” If verified, China's startling annoucement means you don't need a miracle to arrive at the chemical cocktail for early life, just a decently large asteroid with the right components.  That's all.  The entire universe could be stuffed with life, from the earliest prebiotic protein-a-likes to fully DNAed descendants.  The path from one to the other is long, but we've had thirteen and a half billion years so far and it's happened at least once. The other ten amino acids aren't as easy to form, but they'll still turn up - and the process of "stepwise evolution" means that once the simpler systems work, they can grab the rarer "epic drops" of more sophisticated chemicals as they occur - kind of a World of Lifecraft except you literally get a life when you play.  And once even the most sophisticated structure is part of a replicating organism, there's plenty to go round. It's no accident that we see stars in the sky, says famed Oxford biologist Richard Dawkins: they are a vital part of any universe capable of generating us. But, as Dawkins emphasizes, that does not mean that stars exists in order to make us."It is just that without stars there would be no atoms heavier than lithium in the periodic table," Dawkins writes in The Ancestors Tale -A Pilgramage to the Dawn of Evolution, "and a chemistry of only three elements is too impoverished to support life. Seeing is the kind of activity that can go on only in the kind of universe where what you see is stars." China's discovery puts an end to the questions of whether DNA is inevitable as the foundation for the coding of life, or has life started with DNA in only one place in the solar system and then spread among the livable habitats through panspermia. When she applied this method on a more vast scale to our Milky Way galaxy, Chakrabarti discovered a faint satellite might be lurking on the opposite side of the galaxy from Earth, approximately 300,000 light-years from the galactic center. The technique involves an analysis of the cold atomic hydrogen gas that comprise the outskirts of a large spiral galaxy’s disk. This cold gas is gravitationally confined to the galactic disk and extends much further out than the visible stars—sometimes up to five times the diameter of the visible spiral. This gas can be mapped by radio telescopes. With the help of NERSC systems, she successfully validated her method by analyzing the radio observations of the Whirlpool Galaxy, which has a visible satellite one-third of its size, and NGC 1512, which has a satellite one-hundredth its size. Her calculations correctly predicted the mass and location of both of the known satellite galaxies. The headquarters of China's NAOC are situated in the northern suburbs of Beijing on the site of the former Beijing Astronomical Observatory. The National Astronomy Observatory of China (NAOC, the acronym was officially claimed as standing for National Astronomical Observatories, Chinese Academy of Sciences) was founded on April 25, 2001 through the merging of four CAS observatories, three CAS observing stations and one CAS research centre. Recent legislation provides plenty of tax incentives to eco-friendly individuals and businesses, making right now a great time to save money by going green. Here are some ways to take advantage of federal tax credits (dollar-for-dollar tax reductions) and deductions (reduction in taxable income): // Basic home improvements. You don't have to install solar panels on your roof or wind turbines in your yard to qualify for a green tax break. W. P. Avirett, director of the advocacy group Green Research Council, says an easy way to qualify for federal tax credits is to consider energy efficiency when conducting standard maintenance on your home. "When you're going to do insulation in your attic or you're putting in new windows or you're putting in a new air-conditioning system, you can use the Energy Star standard," he says. See a slide show of 8 ways to go green and save on your taxes. Products that pass the Energy Star test generally use 10 to 50 percent less energy or water than other models. They include everyday items like storm doors, water heaters, and certain types of roofs. Avirett says that for existing homes used as a primary residence, homeowners can get a tax credit of up to 30 percent of the cost of these products, with a cap set at $1,500. So $5,000 worth of renovations could be reduced to $3,500 after the refund if you qualify. Major renovations. While more ambitious installations dig a deeper hole in your pocket at the time of purchase, they allow for much bigger refunds come tax time. Lindsey Buchholz, a tax analyst at the Tax Institute at H&R Block, the tax-preparation company's independent research and analysis division, says that by installing items that actually generate energy for your home, you can receive up to 30 percent in federal tax credits, without a cap. These installations include solar panels, wind turbines, and geothermal heat pumps. So $10,000 worth of renovations could be reduced to $7,000 in some cases, and a $50,000 job could be lowered to $35,000. "These things can definitely generate big credits on the tax returns," she says. Home builders. Green tax breaks are not just for renovating existing homes: New-home builders have an opportunity to take advantage of tax incentives as well if they built more energy-efficient homes before January 1. Under the Energy Policy Act of 2005, home builders can get a $2,000 tax credit for building a new, energy-efficient home that achieves 50 percent energy savings for heating and cooling over the minimum standard. Home builders who achieve energy savings of 30 percent could receive a $1,000 tax credit. Lose the clunker. Not only can you save money on gas by investing in a more fuel-efficient car, but you can also qualify for a federal tax credit. The highly anticipated Chevrolet Volt, set for production in November, is expected to come with a fairly steep price tag of $40,000. However, the car also qualifies for the maximum tax credit of $7,500 for green vehicles, bringing the price down to $32,500. But the tax breaks for fuel misers like hybrids and the Volt are available for a limited time. Once an auto­maker has sold 60,000 vehicles, buyers qualify for just 50 percent of the vehicle's original tax credit after a certain period of time. So assuming Chevrolet sells 60,000 Volts, the credit will then fall to $3,750. In subsequent quarters, the credit drops to 25 percent and then is phased out completely. So the purchase of a 2010 Toyota Prius will not qualify for a federal tax credit because that credit expired in 2007. However, fuel-efficient vehicles that do not qualify for federal tax breaks may be eligible for state ones. Corporate tax breaks. Businesses that make changes in their energy systems can get federal tax credits similar to those available to home­owners. Installing a solar water heater, for example, could qualify a business for a tax credit of 30 percent of the cost. But a more significant incentive is called the Energy Efficient Commercial Buildings Deduction. Although it is a deduction and not a dollar-for-dollar credit, there is still potential for saving big bucks.     Rio Rancho has landed a massive renewable energy manufacturing plant slated to bring 1,500 high-paying jobs by 2014, with more plants possible elsewhere in the state down the line. Mayor Thomas Swisstack announced Wednesday that the startup company Green2V Green Energy Solutions plans to build its first plant and headquarters in Rio Rancho. Officials told a festive crowd of more than 200 people that the company intends to invest $1 billion in the state over the next several years, beginning with the 1-million-square-foot solar component manufacturing and research complex in northern Rio Rancho. Recent setbacks by other solar energy companies with big plans for New Mexico, including the cancellation of Signet Solar's plant in Belen just last week, did nothing to dampen the enthusiasm of the state, local and business leaders who crowded into the City Council chambers to hear the announcement. "The message going out to America is that New Mexico is the clean energy state and we are going to be the Solar Valley, like Silicon Valley, for solar energy," Gov. Bill Richardson told the crowd. Sen. Jeff Bingaman, who recently returned from a trip to China, which has numerous solar manufacturing plants, said this venture will help keep the U.S. competitive. "There's no reason why we in New Mexico who can most benefit from photovoltaic energy and solar energy need to be buying the technology to do that from other parts of the world," Bingaman said. Green2V was founded about two years ago by eight former business executives. Its CEO, Bill Sheppard, is a former Intel technology and manufacturing vice president who spent time at the Rio Rancho plant in the 1990s. "We've studied the green energy economy and have recognized a great opportunity," Sheppard said. He compared the opportunities in solar energy to the development of microprocessors in the early 1990s. Based on experience in silicon manufacturing processes, he said his company will manage every aspect of solar generating installation, from producing the wafers for solar cells to the financing of generating projects. "We're sand-to-kilowatts," Sheppard said. "We're different because we manage the entire supply chain." He said that by the end of 2014, the Rio Rancho facility will have 1,500 employees with an annual payroll of $64 million. Once its first site is established, Green2V has plans to expand to additional areas in New Mexico, creating up to 3,000 jobs statewide. "This is another historic day in this city's young history," Swisstack said. Richardson said Green2V will be eligible for state incentives such as the high wage tax and manufacturing investment tax credits and job training funds. Locally, Rio Rancho city councilors will consider a resolution next week for $500 million in industrial revenue bonds that will enable construction of the plant to begin this summer. The complex will be built on a 124-acre site on the north side of Paseo del Volcan, immediately west of V. Sue Cleveland High School. The city will buy the land from the State Land Office for about $6.9 million and lease it back to the client. If the bonds move ahead, construction is scheduled to start this summer, Swisstack said. Green2V has an agreement with Los Angeles-based private investor GP3 Ltd. to buy the industrial revenue bonds issued by Rio Rancho. Noreen Scott, president of Rio Rancho Economic Development Corp., which helped recruit Green2V to Rio Rancho, said GP3 is a private philanthropic trust focused on alternative energy. She said GP3 is working through BBVA Compass bank locally to provide the financing. Sheppard said the company has private equity investors but did not give details. There have been several announcements in recent years of solar companies, many of them receiving state and local incentives, that promised to bring large numbers of jobs to New Mexico. The results have been mixed. Solar panel manufacturer Advent Solar received $17 million in state investment money and was expected to employ 1,000 by this year. Instead, it has cut its work force to a few dozen. Signet Solar received $38 million in tax incentives toward a plant it was supposed to build in Belen, creating 600 jobs. Signet canceled the plan after a federal Energy Department loan guarantee fell through. Germany-based Schott Solar received $130 million in a mix of incentives including tax incentives, city infrastructure improvements and job training funds for the Albuquerque plant that opened last year employing 350 people. In 2009, Austin, Texasbased startup Solar Array Ventures Inc. said it would build a plant on Albuquerque's West Side, which would start with 225 jobs and grow to 1,000. Bernalillo County planned to issue $175 million in industrial revenue bonds, waive impact fees and float a bond to build a water line for the plant. Problems with financing have delayed the project indefinitely. An official familiar with the industry said many solar projects fail because U.S. manufacturing plants cannot compete with lower production costs in China. "Something that's different and new makes sense, but if it's generic, it doesn't make economic sense," said Public Regulation Commissioner Jason Marks. Swisstack said Green2V went through a lengthy application process that reassured the city the company has sound financial backing. He is confident that the company founders have the business experience to be successful.
